Here in Trinity, we will only refuse to process a request if the user's
fines are inordinately large.
We restrict consultation to the library for all undergraduates and for
those books that the lending library requests be kept within the
library. There is no change in this practice for defaulting users.
We do not treat the request differently for copies as opposed to loans.
