I think its only Social Services for from the private accommodation bit - otherwise its within the scope of DSA funding to pay for non medical help - with a manual handling certificate - on campus accommodation, and when arriving on campus and leaving - because that's academic related. We have done/and do it here. The certificate is essential. A variation would be Social Services do it all and DSA funds the academic bit.
