According to the DCAM, they are not. Instead they are part of a
statement and can not be made external without breaking that connection.
Note that for many cases where you want to link a value with for example
an image, you are better of using a separate property, such as foaf:img,
of the value resource. The precise boundary for when rich
representations are to be used is not very well defined, unfortunately.
Expressing rich representations in RDF would make them RDF resources,
but that is of lesser importance here.
