That would fit in with providing some protections.
I found that where any person with a record on police systems had their
details used by others, that person was always disbelieved (i.e. guilty
until proven innocent); making their details prime quality material for
people who wanted to commit a crime and get the systems themselves to
promote their own protection. Could that be the modern ‘working the system’?
I suspect the same is likely to be true in many areas where persons listed
within a system are looked down on by the persons using that system as my
contacts across the public sector could also at times illustrate. A sort of
they are not worth undertaking the work on behalf of attitude could easily
prevail. Extreme comments like, "At least they did the decent thing by
dying, it has saved a lot of time and trouble" or "We are well rid of
them" - emanate from a similar perspective and whilst professing those views
may simplify any rationalisation of a death to some of those affected it
really only promotes cynicism, something one would consider most unhealthy
within any organisation dealing with people no matter why it is promoted,
masked or disguised.
The 'id theft' situations which were not isolated or infrequent led to a
significant degradation of policing systems creating great difficulties and
administrative burdens for all those involved whilst adding significant
costs in adapting the systems to be able to cope with what was happening
whilst attempting to remain viable.
It always seemed unfortunate that the concerns with time and trouble
provided in the examples above for some reason did not also appear to
promote a single lone motivation to search for answers to the difficulties
for the benefit of all. Similar to supporting some freedoms by forms of
'national' id card I suppose. It seems it still is, as it often used to be,
left to the DP practitioners to provide some impetus for business process
improvements whilst attempting to protect broader freedoms, irrespective of
which freedoms, or who the data subjects are. Well I am getting up to date
on a Sunday morning! :-)
