You should have a good BA or BSc (Hons) degree, and preferably also a Masters degree, in a relevant area. You are asked to provide a project proposal with your application.
The Open University campus in Milton Keynes is the base for over 200 research students and 750 academic and research staff. You will normally be expected to live in the Milton Keynes area and use the University's research facilities.
