This will I'm sure be stating the obvious, but just in case: - Make
sure that people have first rate advice on their money matters,
including their entitlement to benefits. We've a good council based
comprehensive advice service (housing, money, consumer, legal) in
Manchester - see

for example. Nottingham seems to rely solely on the Citizens Advice
Bureau, so start there.
