Greetings,
All the aforementioned broadcasters were members of the European Broadcasting Union which has, since the 1950s, operated a new exchange. All members would offer raw news footage to the EBU H.Q. in Geneva. This footage would then be edited by journalists and distributed to all members at specific times of the day. I am not sure if the troubles footage took such a route, but it is a possibility.
Best,
Ken.
