I cannot see how it can be either. Surely, a value is a term or a

I think there is some misunderstanding here around what the DCAM means
by "value".
In the DCAM, the word "value" refers to a resource: a "thing in the
world", if you like, rather than a "thing in the description". If I
construct a DC metadata description to "say"
The resource identified by the URI http://example.org/xyz
is-an-instance-of the class of Biographies
The resource identified by the URI http://example.org/xyz is-authored-by
the person with the name "Antonia Fraser"
The resource identified by the URI http://example.org/xyz has-as-topic
the person with the name "Marie Antoinette"
The resource identified by the URI http://example.org/xyz has-as-topic
the concept with the name "Monarchy"
then the "values" referred to in the four statements in my DC metadata
description are
the class of Biographies
the person called "Antonia Fraser"
the person called "Marie Antoinette"
the concept called "Monarchy"
In the DCAM, "values" are referred to in statements in DC metadata
descriptions (using value URIs) or represented in DC metadata
descriptions (using value strings or rich representations), but "values"
themselves are not present in DC metadata descriptions.
In other contexts, it may well be the case that the word "value" is used
with other meanings, but I think the DCAM is consistent on this point.
