I haven't gone into this in detail [yet], but it does seem a curious
approach. If I understand it correctly, if a LA wishes to implement an
open-source learning platform, for example, it has a choice of suppliers
of this 'service' - the list includes some heavyweight 'educational' IT
service suppliers (e.g. RM), some commercial hardware service supplers
(e.g. Viglen) and some VLE vendors (e.g. Fronter) - I don't any of these
would be interested in supplying or supporting open-source products, as
it makes no commercial sense.
The other curious thing about tgis list is that none of the current
learning platform market leaders in the UK appear in this list. Now
whatever one might think about these organsiations, they do know a lot
about the key problems and challenges of learning platform
implementation, esp. APIs, integration with MIS, SCORM, accessibility,
etc. etc. and have worked with a number of key players in these field to
develop common standards.
The other point that comes over, is that there is an inference that if
you don't go to the approved list of suppliers, you won't qualify for
govt. funding.. Presumably, the LAs who have already taken the plunge
with learning platforms (e.g. us in Northumberland) will lose out on
govt. support.

The list is a list of approved SUPPLIERS Pete, Not a list of approved
products.
If a school or LA in writing it's statement of requirement decides they
need to use Moodle or Sakai or COSe, then the suppliers have to work
with that.
Think of this as more a way of getting the vast number of schools not
engaged in the ICT process onboard... those who are already using
products and services that they are happy with can continue.
There is NO requirement to purchase from the framework, BUT if you are
an LA going through a huge procurement it may well make your life a lot
easier because the LPF has done part of the process and therefore you
only have to do a mini tender under EU regs, which should save a lot of
grief and hassle...

I think the most striking thing about this list is the lack of an Open
Source VLE. It seems BECTA have failed to learn one of the most
important lessones from the FE experience which is that most colleages
have now moved away from commercial VLEs which were not very successful
and have started to move forward and make far more progress with Open
Source solutions.
Does anyone know if schools have to choose from this list or whether
this is just a recommendation.
