does this mean that
if a school is 'rich', they can have their own environment; they can afford hosting and support of
an open source VLE.
if a school is 'poor', they have to get funding and help from the listed companies and
organsiations.
if many 'poor' schools want to adopt an open source VLE, they can work collaboratively.
just comments without any positive or negative critic..
