Forgive me, but I seem to be getting a little confused with this debate. Rob, you are saying that this money is not ring fenced and that therefore all schools will be getting the money regardless of what they actually do with it? So if I had a Moodle solution, for example, already in place, I can still take the available money and do what ever I want with it ie."spend it on toilet roof, or pencils". Surely there must be some sort of accountability, proof that the money has been spent appropriately in terms of ICT spend?
I'm interested even though in Wales our schools won't being seeing any of this money.

Geoff, the extra funding is not ring fenced in any way... the school or

If they are going to be spending lots of cash on a Learning Platform
then they need to be able to prove they are spending wisely... and thus
the LPF provides a simple way of doing some of that donkey work.
The framework lists suppliers who have been tested on their capability
to supply a service
If an LA or school states it wants to use open source in a statement of
requirement then a supplier on the framework will work with that.
If they want to procure outside the framework, fine...

Seriously this isn't a nasty conspiracy, I see it as a good thing, a way
of engaging schools who aren't already engaged, and a way of making best
use of the money we have.

Rob, the reference I saw in The Register says that a school is free
not to choose from the approved list of suppliers, but if they do go
outside that list, they have to find the funding internally, i.e.
they don't get the grant aid that they would get if they chose an
approved supplier. Is that true? If it is, that really is a major
incentive NOT to choose open source, or a supplier not on the list.
