Quite right Peter. We had a client who changed storage companies. They
didn't have much problem getting the physical records returned (at a price
of course), but they had to threaten legal action before they were able to
get an extract of the data held on the storage companies software.
Effectively our client had hundreds of thousands of records in archive boxes
but no record of what they were until the issue was resolved months later.

All very well but if you use a commercial records centre you may not be able
to opt out of using at least part of their software offering. As with all
such relationships, the exit strategy for data, and for the records
themselves, should be clearly established as part of the initial service
contract to make sure that you don't become a victim of the 'curse of the
rusty handcuffs'.
