Maybe this is a 'leading' question, but does the software package you use to manage your 'on-site' records have the capability to capture the location of the records? If so, could you just create locations which equate to the off-site location? The software does not know where the physical location actually is.
It seems to me that you need the stated functionality to manage on-site records as well as the off-site ones

We are looking at the options of for an off-site document store/archive.
I wondered if anyone knew of a software package we could use to manage the
facility.
Basic functions would ideally be as follows: -
> Office staff able to view what records their team have in the
archive and request documents to be retrieved.
> Office staff to box up files and log the details on the system.
> Archive staff to check in/out files or boxes.
> Run reports on retention dates, capacity etc
