I would be grateful if I could get some advice from other organisations
who've implemented or are planning to implement an EDRM System. The query
I have relates specifically to access to information stored within these
systems and whether acting FOI Officers should be granted access to all
information held within the organisation regardless of its level of
confidentiality.
My organisation has been implementing an EDRMS for the last 12 months and
is halfway through its rollout, and we are trying to encourage openess and
sharing of information as much as we possibly can. We are aware that
certain information is sensitive i.e. Financial, Contractual, Facilities
Management etc. and where required this has been closed down on a need to
know basis.
We have two acting FOI Officers whom we'd like to provide access to this
sensitive information (on a need to know basis) as they need to respond
promptly to FOI requests, and we see this as being one of the key benefits
of having an EDRMS. However we are coming up against a lot of negativity
to this proposal from the managers in these key areas and our Security
Officer, who maintain that the FOI Officers should not have access.
Has anyone else had similar confidentiality issues concerning FOI
requirements for access to information.
