we have a few overseas inquiries - not many. But we could probably deal
with these (and students) in the same way - charge them and get them to
pay up front before you get the data. Unlikely to be popular, but that's
what we are being asked to consider. Of course, this has problems in
that we are charging by the hour and won't know how much the charge will
be until we have finished, but hey, I didn't suggest the policy...
As I understand it HER's can charge for students if we want - the fact
most (all?) HER's don't is due to ALGAO guidance, not because we can't.
I am happy to be proved wrong though.

A lot of the enquiries we get that are not commerical come from
overseas. I don't know if you have a similar experience in N. Yorks

At NYCC, we are having to review our charging policy in light of
directions from corporate level.
As part of this, one idea that has been suggested has been to charge
non-residents of the County area for research inquiries.
Does anyone else charge on this basis? If so, could they provide us

details please?
Has anyone considered this and rejected it? If so, again, please send
us
reasons so we can try and think through all angles.
