Presumably you mean something beyond BS8300? Try the Merseyside on line http://www.accesscode.info/ or Manchester City Council http://www.manchester.gov.uk/disability/policies/access/ is it something similar to this you are trying to develop for Stoke?

Does anyone know if there are any national standards for inclusive design,
perhaps standards which have been adopted by other Local Authorities? We
are currently writing a guide to inclusive design for Stoke-on-Trent City
Council, and we want to bench-mark our document against similar guides, if
possible.
Also, is anyone aware of any international inclusive design standards? A
colleague has suggested that there may be guides from Scandinavia, but I
haven't been able to find anything on the internet.
Any suggestions gratefully received.
