GPC are aware of this and of the potential problems it could cause.
We will be interested to hear of any one out of pocket if the systems are
not sorted by 31 March

The rules for the original QOF were written within PRIMIS. They were
pretty good at first and were tweaked through the year.
This has changed and someone else is doing it. It has taken more
revisions to get something acceptable.
Thus we have really quite radical changes to mental health indicators
very late in the year (the abolition of the mental health register for
instance)
I personally feel the current mental health ruleset is needlessly
complicated for its current function.
