No it doesn't.
It means that this only affects one of the two (classes of) risks
involved - call it 50% of the risks ...
now do the frequencies...
It tackles greatly more than 50% of the total alterable risk.
Looks like a good intervention to me, although in an ideal world
populated by ideal people things might, ideally, be different in some ways.
