Point of order on the above. The primary customer asking for DOD5015
certification is the US federal government especially the Dept of
Defense which developed the criteria. In order to sell an ERMS to DOD
it must be certified as passing the tests. The US National Archives
has also IIRC that if other US federal agencies want to purchase an
ERMS then they must seriously consider only those products that are
5015-certified.

The key thing to remember about the 5015 certification testing process
is that it does not determine how a product does a required function.
For example "RMAs shall provide a capability for authorized
individuals to close record folders to further filing after the
specified event occurs." (C2.2.6.2.1 from DOD5015.2)
for the above requirement you could do it one step or multiple steps.
The certification process only determines if the product does the
required function.
The DOD standard became the de facto standard for ERMS within the US
because private organization RMs recognized that, for better or worse,
5015 provided them with a means for comparing different products. Most
if not all US RMs will not look at an ERMS product unless it is 5015
certified.
Finally there are two parts to the 5015 certification process. The
first part and the one that most companies tackle first is the Chapter
2 certification. Chapter 2 contains all the required functionality
such as the one cited above. The next step is Chapter 4 certification.
This is much harder as it concerns the management of classified
records. and if you really want to sell to the US DOD you must have
passed Chapter 4 certification.
