Meeting of the Social Statistics Section and Census Study Group

Census counts and characteristics: getting the best of both worlds
The Social Statistics Section and Census Study Group are organizing this
meeting to discuss the challenge of the 2011 Census question set,
particularly issues around achieving the best possible population count
versus obtaining more population attribute detail.
The meeting will not be concerned with the inclusion or exclusion of
specific Census questions but with the more strategic issue of the conflict
between maximizing the space allocated to questions on the population base
compared to those on the population characteristics such as income and
qualifications.
Phil Rees (Leeds University) will focus on the priority questions for
academic research in the context of the constraints on the size of the
Census form and the need for simplicity in a self-completion questionnaire.
John Hollis (Greater London Authority) will discuss what local government
gains by getting the population count(s) 'right' and the potential costs of
losing additional population and household characteristics. Ian Cope (Office
for National Statistics) will describe the extent of the challenge facing
ONS in agreeing the question set for 2011 given the increased demand for
information to help get the count right, and for population characteristics.
Ian will also outline ONS' current view of where this balance lies. The
event will be chaired by Rosalyn Harper, Statistics Commission
