If this is the case then it is understandable, surely? If the LSC
contribution did diminish, and proportionately the HE contribution
increased then I think it is fair for the bulk of the money to go back to
HE. Perhaps Richard Everett's focus should be directed more at the LSC
than JISC? To me, it sounds very similar to top-slicing of departments to
fund central services. The departments that do contribute expect the most
back. That's exactly how it works here, at any rate, with the funding of
my department.

I don't think anyone is saying that and your own initial observation
answers this (i.e. this question should be directed at the funding bodies
in FE). I think the key way forward here is that FE units link up with
HEIs (the latter can lead the bid but all can benefit). This is exactly
what we will be doing with a project starting New Year to teach
literature, for example, where we will be working with schools to develop
teaching material for GCSE and AS level to begin with, and will be making
sure money flows to them accordingly.

That's rather hiding the truth. It's not that they just teach 16 hours
and
then go home, the problem is that in the remaining time they have to cope
with increasing amounts of administration (as I know colleagues of mine in
FE and in Schools have to), but also in many institutions now have to
produce research - and lots of it. The Research Assessment Exercise is
coming around again (2008) and many colleagues of mine here, and in other
Universities, are finding themselves with little to no time to work on
developing their teaching as they have to concentrate on research and
research output (books, articles, etc). I don't think you should
underestimate the financial consequences to a department of a poor result
in the RAE. It really can be the difference between a department staying
open or closing. So the blame is not with Universities, or with the staff
there (who actually do care a lot about teaching, and do want to do the
best for their students), but instead with the DfES and the Government.
