Have seen this and other such "ideas" from time to time...
e.g. at some stage local police started bringing people in on the way to the
cells, just to "check them out" and make sure they are fit for
incarceration.
You can fight it and explain why it's not your job - works as well as
explaining to a 3 year old why the sky is blue...
Better solution - play along.
"Ahh, yes. We're well aware of the new law. Our radiologists will be glad to
assist. Please just follow the usual procedure from the 'annex'"... You get
a blank look... "There is an annex which comes with the printed version of
the new regulation," you explain, where there is the form the FME must fill
in and the X-ray is then done." They KNOW forms... They usually leave and go
looking for it... Never seen again...
Or, for the people getting a check out on the way to the cells, you can have
many choices... The one that gets rid of them for the longest time is to
keep them waitning for 3 or so hours, then doing a quick history - usually
you get the patient's response of 'no complaint', document it, document
vital signs, 'no reported symptoms', no 'obvious lesion', then say that 'I
am not sure whether he will be safe in a cell - I need a second opinion...
Please can I have the number for the FME and I'll have him meet the patient
in the cell to confirm safety" and I then insisted and spoke to the FME and
that lasted a few months...
Other methods generate less work for you, but have a shorter interval before
they try it again... The best of those is, back to the usual trick of
paperwork... "no problem, but I need the special form from the duty sargeant
for general medical check-up and guarantee of payment for any blood tests we
do". Whichever form they have brought (they bring something usually) is NOT
the one you need... If they ask what it looks like, then say you can't
remember exactly, because you have only ever seen it once because it's not
supposed to come to ED... But be polite and "helpful"...
