The connection refused error occurs when there is no service running on
the port you are attempting to connect to. I have to assume here that
you are either connecting to an incorrect port or tomcat is down on the
MON box.
ScotGRID-Edinburgh does not seem to be listed in the SFTs here:
https://lcg-sft.cern.ch/sft/lastreport.cgi
Where would I look for the SFT failure messages for ScotGRID-Edinburgh?
The ScotGrid registered mon box at mon.epcc.ed.ac.uk looks to be ok via
our inspection tool.
