Difficult - I know work covering surveillance from earlier periods (for
example, Higgs, E (2001) 'The Rise of the Information State: the
Development of Central State Surveillance of the Citizen in England',
The Journal of Historical Sociology 14(2): 175-197) and lots from
Victorian times (especially: Ogborn, M. (1993) 'Ordering the City:
Surveillance, Public Space and the Reform of Urban Policing in England
1835-56', Political Geography 12(6): 505-521.), but not from the
1700s...
