UKOLN Provides an OpenURL demonstrator at

which includes details of a number of freely avaialble openURL
resolvers.
Crossref also provides an openURL resolver details of which can be found
at
http://www.crossref.org/02publishers/openurl_info.html
You can see the crossref openurl resolver in action in the freely
