Kate Ferney at Museums Libraries and Archives ( MLA) council manages this in the UK if you want a more direct contact to speak to. The initiative uses the collection description schema developed as part of the JISC Information Environment Service Registry so acts as a register, but I don't know how comprehensiveness it is.

digital collections that are dispersed across Europe"
