The Healthcare Commission today (Thursday) publishes the first performance ratings on use of resources under the annual health check of NHS trusts in England.
The results for 570 NHS trusts show that 37% (210) have failed to manage financial resources adequately for the year to March 31 2006.
Overall, 19 (3%) trusts scored the highest rating of "excellent" and 210 (37%) scored the lowest of "weak". Seventy one (12%) trusts got a rating of "good" and 270 (47%) were "fair".
Acute and specialist trusts had a higher proportion of better performing trusts with 30% scoring either "good" or "excellent". But challenges remain in this sector because 28% were "fair" and 42% were "weak".
Primary care trusts fared least well overall with 51% receiving scoring "fair" and 41 percent getting a score of "weak". None of the 303 PCTs trusts were "excellent" and only 24 (8%) were "good".
Foundation trusts performed better than non-foundation with no trusts scoring "weak". Of 48 existing foundation trusts, 19 scored "excellent" and 22 scored "good". Of the 12 aspiring foundation trusts, 4 scored "good" and 8 scored "fair".
Trusts in the north have performed best. Twenty five per cent scored "good" or "excellent" compared to 11% in the central region and 12% in both the south west and south east. The north has the highest number of foundation trusts.
