Jean Monnet Fellowships
The Jean Monnet Fellowship Programme at the Robert Schuman Centre for
Advanced Studies (RSCAS) provides a framework for the pursuit of
postdoctoral research without heavy teaching obligations by academics in the
early stages of their professional career.
The Centre offers around 20 fellowships, of which about 1/3 are attached to
the European Forum. The theme of the European Forum 2007/8 is: Political
Violence and Terrorism: Patterns of Radicalization in Political Activism.
A number of fellowships are awarded for the RSCAS general programme, with a
focus on the core research themes of the Centre, which all have a focus on
Europe and the processes of European integration and their external
environment:
* Institutions, Governance, Constitutionalism
* Economic Policy
* Regulation and Competition Policy
* The Knowledge Economy: Education, Research and Innovation Systems
* Culture and Knowledge
* International and Transnational Relations
Applicants' research topics should be concentrated on these areas with a
particular focus on one of the themes covered by the Centre's programmes or
projects which are detailed on the web pages.
The Centre offers two fellowships in the context of the Florence School of
Regulation (FSR). For information about the research priorities of the FSR,
see http://www.iue.it/RSCAS/ProfessionalDevelopment/FSR/.
In addition, the Centre offers 2 Vincent Wright Fellowships in the memory of
the distinguished political scientist, especially reserved for young
postdoctoral students and junior academics working on 'European Comparative
Politics' and 'The History of State Formation and the Development of
Administration since the XIXth Century in Europe'.
From time to time other funded fellowships are advertised for specific
programmes or projects based in the Centre. Detailed information will be
posted on this web page.
Fellows are encouraged to be associated with the EUI's teaching and research
activities. They are invited to all activities organised at the EUI and have
the opportunity to arrange seminars on their own research or an area in
which they specialise. Fellows are also encouraged to make contact with
doctoral researchers with similar academic interests, so that they can
assist professors in their training and thesis supervision tasks. Each
fellow is assigned a professorial mentor.

Conditions of Award of Jean Monnet Fellowships
Eligibility
The Jean Monnet Fellowships are intended to support post-doctoral research
by academics in the early stages of their professional career. The
fellowships are open to candidates who have successfully defended their
Ph.D. at the time of the start of the fellowship (1 September). Candidates
are eligible during the seven-year period following the successful
completion of their Ph.D. (in other words, to be eligible for the current
call, the Ph.D. should be completed between 1/9/2000 and 1/9/2007.
Appropriate extensions to the seven year rule will be allowed in the case of
applicants whose academic career has been interrupted because of maternity
leave or illness. In particular, for each maternity leave, an additional
year will be permitted, while in the case of a long or recurrent illness,
the total period of illness may be taken into account in calculating
eligibility. Explanation of such circumstances should be included in the
application. Supporting document will be requested from candidates proposed
for selection.
Candidates who have received their PhD from the EUI can apply for Jean
Monnet Fellowships only after they have been away from the Institute and
have had a full-time occupation or other fellowship for at least one year
after defending the PhD.
Nationality
Candidates of all nationalities are eligible for the Jean Monnet
Fellowships.
Languages
Fellows should have a good knowledge of the languages most relevant to their
proposed research, and a working knowledge of English.
Duration of the Fellowships
The fellowships are usually for the duration of one year (12 months from
September to August). Exceptionally they may be for a shorter period but not
for less than six months. In the case of a duration of less than twelve
months, August is not included as an eligible month for the payment of the
stipend.
Residence
Fellows are required to reside in Florence for the duration of their
Fellowship in order that they may take an active part in the academic
activities of the Robert Schuman Centre for Advanced Studies.
Publication
The research done during the fellowship should lead to a publication, either
under the Institute's imprint, e.g. in the form of a working paper, or in a
journal, or with an appropriate publishing house. Topics must fall within
one of the RSCAS research areas.
Stipend
The basic stipend is ˆ 2000 per month.
Successful applicants benefiting from other grants or salaries must disclose
this to the EUI, as the amount of the fellowship will be fixed at a lower
rate (minimum ˆ 1250 per month) in function of the additional income.
If applicable, family allowances will be added to the basic stipend as
indicated below.
Family allowance
A household allowance of ˆ 200 per month is paid to fellows with a partner
when the partner accompanies the fellow in Florence and on the condition
that the partner's income does not exceed ˆ 2000 per month. In addition to
this, there is a dependants allowance of ˆ 100 per month for each dependent
child that resides with the fellow in Florence.
Fellows are entitled to these allowances if they can declare that they are
not receiving any similar allowance from another source, and upon production
of relevant certificates (marriage certificate or equivalent, birth
certificates). For dependent children in full-time education and over the
age of 18, a school or university certificate is required. No allowance is
paid for dependent children over the age of 26.
Taxation
The fellowships are not taxed by the Institute. Fellows are, however,
required to comply with any other tax provisions which may be applicable to
them.
Medical insurance
Fellows must have adequate medical insurance cover during their stay at the
Institute. They can either provide proof of their own insurance scheme or
subscribe to the EUI's private sickness and health insurance scheme (at
their own expense). The conditions of the EUI's insurance scheme are
available from the Academic Service of the Institute.
Travel expenses
Fellows (but not their families) receive one return trip from their home
town to Florence, in accordance with the following provisions:
* first-class rail for distances less than 500 kilometres (travel by car
is also reimbursed on this basis)
* tourist class Y air fare over 500 kilometres
The reimbursement cannot exceed the tourist air fare between Florence and
Helsinki, which may mean that for fellows coming from outside Europe, travel
expenses are reimbursed only in part.
Removal/installation expenses
There is no provision for removal or installation expenses.
