If there is enough interest (and I think there is), I'd say yes.
It's worth noting that there are already some regional lists, that I
believe are mainly run by the JISC RSCs, and seem to have more of an FE
flavour (EM-MOODLE, JISC-RSC-LONDON-MOODLE, JISC-RSC-NW-MOODLE,
MOODLE-WALES, MOODLE-WM, RSC-SE-MOODLE, YH-MOODLE-USER-GROUP), but my
own personal view is that an national FE dedicated list is perfectly
appropriate.
