Not sure about that. I am running gaia as per /star/etc/cshrc alias and
even if I run convert first (and check that all the CONVERT-type env
variables are set) I see the same thing. However, if I fits2ndf
(which works, so CONVERT is present and correct) first and load
the resulting NDF into GAIA then collapse succeeds. I'm in a meeting
this week so may not be able to investigate in huge detail, but if
there's any more diagnostics you want me to run let me know.

Er, possible misunderstanding. What I meant was the "Display image
sections of a cube" dialogue window, not the image viewer. Reopening
the cube does bring the dialogue window back, but seems a rather
heavyweight way to do it - I was expecting to find an option in
one of the menus to display it for the currently displayed cube
(quite likely is there, but I can't see it).
