Ok so after some discussion by Patrick and Ian, it looks like we will be
migrating our apt repositories (as documented in the URL below) to the
CERN apt repositories in Glite as before when I worked with GridPP.

Things may take a little time to upgrade as with the length of time this
agreement has been pending. So now I recommend using the desy apt
repository as a supplement to the glite apt repository for production
use.
This has a prerequisite that we have adequate testing of the content in
our stable directories. I shall be providing support for the content of
our apt repositories and the glite apt repositories (Primarily by
telling people to use the Desy apt repositories) because I consider the
desy apt repository the production release at this moment. As soon as is
possible we will provide a testing framework for CERN certification
testing at which point CERN will mirror and merge D-cache into their apt
repositories.
I intend these reversion tests to recommend when files migrate between
testing and stable and for CERN to certify releases.
From this point testing should be done with our apt
repositories and production from CERN's. The only reason for the interim
solution of recommending the stable apt repository from DESY is you get
new functionality without waiting for CERN or DESY to allocate resources
and build infrastructure to get though to the next regression phase.
Once this is complete (Expect within a month for Desy, then we wait for
a Glite release cycle to complete) I will recommend only to use the CERN
apt repositories.
