23/9/06
Dear Ashley Allan, Humberside Police Professional Standards, Sarah Morley,
IPCC et al...
cc HHJ Grenfell et al...
This morning I have rang the Humberside Police incident report number on
084560602222 (twice) this morning, once on my mobile at great cost to me;
and once in a telephone box in Beverley.
The first call was at about 9.25 am to a Mrs Baxter and I asked her to ring
me back due to the high cost of ringing the incident numbers on a mobile. I
ran out of credit and I did give her my number and asked her to ring me back
but she refused and I informed her that I was an autsitic/neurodiverse
disabled person on a low income and under the disability discrimination act
and social inclusion that the Humberside Police have to provide vulnerable
disabled people assistants under s18-21; DDA 1995 and also under Protection
of Vulnerable Adults Procedure (POVA) too.
She started an argumentwith me and I was caused great distress and when my
credit rang out she had not given me any log number, so when I rang back
later about 11.00 am from a telephone box in Beverley and asked to be put to
Mrs Baxter I was informed by the incident desk operator they had no record
of my call and told her to check this under data protection and this
operator got defensive and abusive towards me and she put the phone down on
me and the line cut off (and again as I have experienced on numerous
occasions over the years taht this is their usual pattern of abusive and
discriminatory behavour in my case)
They always try to wind me up and try to provoke reactions, like all
Officers within the Humberside Police, East Riding of Yorkshire Council
(ERYC) and local NHS Trust and other local and national public bodies and
service-providers who have no understanding and training how their
behaviour, or can exacerbate my 'autistic/neurodiverse behaviour. What does
this say?
No Officers within my personal experiences and dealings and research that
the Humberside Police and all other public bodies still have not been given
any basic and specialist training at and none of their Officers have had any
Disability Equality Training (DET) and any basic, or specialist training of
Autistic Spectrum Disorders and Neurodiversity, in which is a stautory duty
under the Disability Discrimination Act 1995 and also the Disability
Equalities Act 2005 that comes into force on December 06 2006.
"As usual in my case when I report any incidents, especially against
Officers within the East Riding of Yorkshire Council, Humberside Police, NHS
Trusts and members of the public they are never responded to at all in my
case, including when I report these incidents as a 'crime', or
'inciment-against hatred' and disability discrimination (Disabilism) against
myself, as an autsitic/neurodiverse professional disabled person and also
under, POVA too."
"It's seems 'disportionate' that when Officers of the ERYC resport me for
attending County Hall, or another ERYC public buiding when I try to register
my complaints and protests about the continued 'negligence' and incitment of
hatred and discriminatory 'disablist' comments, attitudes and behaviour and
abuse towards me and their failure to discharge their duty of care in
implemting my 'careplan' and all others clinical and other reports, then I
am continually 'ignored' and 'abused' and not 'actively-listened' to at all
by any the Police Officers who attend these incidents. They only ever
'listen-and-respond' to ERYC and other bodies in my case, but not to me when
I report incidents against ERYC Officers and Police Officers too." What
does this say?
"This is totally abuse of my basic human right and I feel continually
'victimised' and 'abused' and I am being 'treated less favourably' as a
autistic/neurodiverse disabled person, which has been evidence for years in
my case and also evidenced again when I rang the Humberside Police incident
desk this morning."
"I feel very angry that I again have suffered disabilty discrimination and
abuse by these officers woking on the 'incident-desks' on the number stated
above make official complaints in person and also to see Connie Young and
Don Rhodes, or another Senior Managers within my case, in which I had
informed them fully that I was attending County Hall to see them, to make
complaints and for meetings with them, or meetings to be arranged, but as
usual in my case Mr Randerson, Mr Heath and others Officers within ERYC
refused to arrange speak 'with-me' or arrange any meetings for me with
Connie Young, Don Rhodes and my County Coucillors too and called the Police
which I am unlwafully removed and suffer and sustain phsyical and
psychological injuries, 'Disabilist' comments, attitudes and behaviour and
'victimisation, harrassment, intimidation and provocation, incitement of
hatred and they put me into 'meltdown' and cause me great distress and
patronise me as a professional autistic/neurodiverse disabled person." What
does this say?
I am experiencing continued great distress, after all these years, which is
impacting on my physical, psychological, behavioural, cognitive, emotional
health and wellbeing, caused by all this abuse.
I have sutained injuries on numerous occasions by police officers and also
they have caused me to go into 'meltdown', due these Officers not having any
basic, or specailsit knowledge and training of how to deal and respond to a
disabled pseron with autism/neurodiversity and not having disability
equality training too.
I have experienced continued discriminatory 'disablist' attitudes, comments
and behaviour by numerous police officers and those respresenting ERYC too
in my personal life and also has a member and researcher within the UN
Disability Convention, where when I have mentioned about my voluntary work
within the UN Disability Convention I am 'laughed-at' and 'rediculed' by
Officers within the Humberside Police and East Riding of Yorkshire Council
and other public bodies in my case too and within my research.
I have informed and written and emailed numerous resports to Dr Linda
Misek-Falkoff, Adrian Whyatt and other colleauges and peers within the UN
Disability Convention and local, national and internation disabled peoples'
and inclusive living movements of this continued abusive behaviour towards
me, which is patronising too, in which Mr Whyatt himself has witnessed in my
case and informed DJ Besford, HHJ Grenfell at the Courts.
I know in the past that Dr Linda Misek-Falkoff as written to the Courts,by
email, too to confirm that I am an pro-active volunteer and member of the UN
Disability Convention for years now and a moderator of a UN Disability
Convention forum.
I want a copy of this email to be sent to Chief Constable Tim Hollis and
Humberside Police Authority.
Dr Aylott, Independent Advocate, and I had a meeting with him last year.
I also had a meeting with officers within the Humberside Police Authourity,
with Mr Iain Oliver, Support Worker, Thorne House Specilist Services for
Autism about 2/3 moths ago at their office in Hull, in which I am still
awaiting responses from this meeting. Can you please ask them respond on
this matter and also inform me that why that; and how, all my compalints to
Chief Constable Tim Hollis are being continually 'obstructed' and 'blocked'
by various Police Officers, including Senior Officers and other Officers
within the Humberside Police.
Chief Constable Tim Hollis reassured Dr Aylott and I, last year, in a
meeting we had at Humberside Police Headquarters, that all complaints and
correspondence by myself and others in my case that he will always fully
respond and has he promised 'his-office-door-is-always-open', but this never
happens as I have stated and all Officers within the Humberside Police and
Eat Riding of Yorkshire Council Social Services are continaillly 'blocking'
and 'obstructing' all correspondents going to him.
I need a full investigation to take place on all these matters and am
sending copy of this email to Sarah Morley, IPCC, HHJ Grenfell, Dr Linda
Misek-Falkoff and others at UN Disability Convention et al.
Yours Sincerely
Mr Colin Revell, BA, Dips Community and Youth Work, Local, National and
International voluntary Community worker, educator and researcher within the
Disabled Peoples', Inclusion, Independent Living, Mental Health Survivors,
Autism and Neurodiversity movements.
