This response is being sent on behalf of the Information Standards and Interoperability Team of the Treasury Board of Canada Secretariat of the Government of Canada. It is based on our experience implementing DCMES within the Government of Canada and feedback from the Government of Canada metadata community.
Thank you for providing the opportunity to comment on the proposed changes to the Dublin Core Metadata Element Set. We appreciate the significant time and thought that has gone into the process of creating these proposed changes. We certainly support your efforts to improve the definitions, comments and labels to bring consistency and improve the common understanding of the elements.
The attached file contains our full response to the proposed changes. In most cases, we support the proposals. In few cases, however, we recommend that the Usage Board review the proposed changes. As currently worded, the proposed changes to Coverage and Type will have an impact on the implementation of these elements in the Government of Canada. This impact and our proposed solution to the issues are given in the attached document. In addition, we are suggesting changes to the proposals for Relation, Source, and Format in order to clarify their meaning. We hope that these comments and suggestions will be useful to you in this important task.
