It's called confusion marketing.
You have to remember that the fallback position on Iraq became "regime
change" because Saddam was an evil dictator who tortured his own
citizens.
Not to mention the anomaly that the US doesn't count Iraqi deaths, thus
forgoing the possible advantage of being able to state conclusively
just exactly how many people they have saved from the wrath of Saddam.
And they continue to save people even as Saddam is in jail.
