CRDA/72: Humberside: study of attitudes and preferences 1989-1990
Humberside was one of several new counties established in 1974
following the changes introduced under the Local Government Act
1972. The county was not well-loved, and to quote James Cran (MP
for Beverley), "almost the day after the decision was announced, a
campaign began to have Humberside abolished". The Local Government
Boundary Commission for England (LGBC) undertook two reviews of the
county's future in 1985 and 1989. The 1989 review included a survey
which sought to obtain information from residents about their attitudes
towards the county. The review also examined the potential costs and
benefits of abolishing Humberside and establishing an alternative
arrangement for local government in the area. The outcome of the
LGBC review ultimately led to the abolition of Humberside and its
replacement by four unitary authorities in 1996.
The dataset held by NDAD contains the data collected during the
survey which comprises the respondents' views on a range of key issues
relating to Humberside. Questions were asked about their links with
the county, whether work and leisure activities tended to be contained
within Humberside or outside it. The survey examined the amount of
travel between North and South Humberside in order to assess whether
the Humber Bridge had helped to unify the county. Most importantly
it tried to gauge the sense of identity that the respondents had with
Humberside compared to the pre-1974 counties. Views were also sought on
the county council administration and the issue of abolition. Finally,
the survey presented respondents with five possible options for
the future of Humberside. The majority of residents felt that the
establishment of the county had been a bad idea and in general
they felt a stronger affiliation to the pre-1974 counties than
they did to Humberside. The majority also favoured abolition,
with North Humberside being replaced by a separate county of East
Yorkshire and South Humberside being transferred to Lincolnshire. In
1996 Humberside was, in fact, replaced by four unitary authorities:
North Lincolnshire, North East Lincolnshire, Kingston upon Hull and
the East Riding of Yorkshire.
