In the three years you mention Sept 22 fell on Sunday.
For the missing years in the series were there meetings at all? If not did
the surveyors for those years stay in post from the previous year?
Tate in "The Parish Chest" discusses the surveyor and his appointment and
duties at some length.

Thanks for all the thoughtful replies. However I don't think I have
"bottomed" this issue yet. For clarification it might be worth me giving
the years when Chorley Vestry met to nominate Highway Surveyors on 22
September.They were:-
1786-91
1793-96
1801-3
1806-8
1812-15
1817-21
In 1811,1816 and 1822 the meeting was held on 23 September. This may
have been to avoid Sundays, but I haven't checked.
I hope this inspires some further suggestions.
