The absence of white strips would suggest it pre-dates the war then.

Wartime:-
White stripes on lamp-posts, trees, curbs etc.
Shields on car headlights.
Not everyone stuck strips on windows, often only houses etc with small
panes. Not a lot in a shop window! Gerard McSweeney

Two points about the glass plates: -
1) try to find a trades directory for the mid 20th Century that would
list the locations of shops etc.
2) If the picture was taken during the war, I would expect to see signs
of the blackout in the shop windows.
Being born in 1953 I'm no expert, but if it was taken in 1940 surely
there should be brown paper strips on the windows to cut down possible
blast damage?
Can anyone throw light on this?

If this is North Street Bedminster the top road would be Coronation
Street, and the tobacconist shop is advertising Will's Star cigarettes.
W.D. & H.O. Wills' factory was in Bedminster, Bristol.
