Well it could be said that if the 'unqualified' people are doing the job
that they were hired to do what difference does it make to the employer if
they are a member of CILIP?
After all it's not like they'd have to pay them anymore if they were or
less if they weren't, it could just be based on experience and ability in
the job at hand. And that could be achieved totally separately from CILIP
and it's structure of continuing development.
