Growth and Poverty in Asia: Where Next?

ABOUT THIS ISSUE
Asia is the world's fastest-growing region. It also contains the largest
number of poor people. Poverty reduction has been driven by
export-oriented growth, but potential shortages of energy and raw
materials, threats of financial instability and trade constraints mean
there is no guarantee that growth can be sustained. Ensuring equitable
inclusion in growth processes becomes particularly important with
rapidly changing rural-urban dynamics and the breakdown of traditional
social security mechanisms. Provision also has to be made for those
areas and individuals who cannot easily engage in growth.
This theme issue addresses questions of this kind which are crucial for
growth and poverty reduction in Asia. What role will international
relations play in resolving these questions? The theme issue argues that
conventional aid relations will remain important only in limited
contexts, and that the new imperative is towards jointly addressing
shared agendas in spheres such as trade, environment, use of natural
resources, disaster prediction and management, and security. How, and
how far, aid resources can contribute to this imperative remains largely
unresolved.
