There's no 'minister of disability'.
The EU commission has a disability unit located under the Commissionaire of
employment and social affairs. Here you will find the relevant documents
etc. of the commission.

Within the European Parliament there is a cross-party disability group of
parliamentarians.

The European disability organisations have an umbrella organisation European
Disability Forum.

The EU citizens have an ombudsman which addresses complaints of
maladministration by institutions and organs within the European Community.

If you are looking outside the narrow limits of EU, the Council of Europe is
the organisation which actually deals with human rights. The European
convention of Human rights and further protocols are under the charge of the
European Court of Human Rights and the COE also has a Commissionaire for
Human Rights. His (of course it is a he) website is

and today (lucky us) he is commenting on disabled people's situation.
Basically it is all 'politics' except for the court, so if you need to
address a specific 'wrong' this is far from the ideal places to go. The
court actually is a court which tries cases but beware of the limits of the
European convention, the extreme 'legal culture' (read - need for layer =
loads of money) and even more extreme longevity of procedure (you must also
have tried your case through your home country's legal system - "tried all
remedies" - to actually be heard).
