Correct, it is an option in principal, rather like dCache it was designed to
have a tape backend but has been retrofitted with disk only support. But it
is way behind dCache on this front and also CERN is less intrested in this
setup. Also castor accesses the tape system at a far lower access and is
aware of which data is on which tape and tape pools for instance.
