There is a reasonably healthy discussion of preservation metadata going
on in the PREMIS Implementers Group (PIG) discussion list. See
http://www.loc.gov/standards/premis/pig.html
It may be better to consolidate discussion in one place anyway. I'm
sure the PIG can be broadened to include all preservation metadata, not
just PREMIS.
