The post of surveyor of the highways first created in 1555 and lasted until
the Highways Act of 1835. He was a appointed at Easter with other officers
until 1662 when his appointment changed to Christmas week. Could it be that
22 Sept was chosen so that the man selected could be approved by the
Michaelmas quarter sessions in time to take over at Christmas?

Can anyone suggest to me why Chorley Vestry met every year on 22
September to nominate Surveyors of Highways?(Nominations were sent to
the magistrates). There was no other meeting in the year tied to such a
specific date.
