For me I get
#netstat -tap | grep LISTEN | grep 22111

I have the options all commented out from the defaults.
infoCollectorInterval=180
infoProviderStaticFile=/opt/lcg/var/gip/ldif/static-file-SE.ldif
infoCollectorHost=localhost
infoCollectorPort=22111
But I do have the door enabled in
/opt/d-cache/etc/node_config
# ---- Start the info provider on this node.
# With this variable, it is possible to install the info provider
# on a separate node and not on the admin node.
#
#infoProvider=yes # default: 'yes' on 'admin' node otherwise 'no'
infoProvider=yes
If this is also set I am a little surprised that this does not work for you, I am sure you did the obvious things like restart the services. When D-Cache restarts did you notice this line
Starting infoProviderDomain 6 5 4 3 2 1 0 Done (pid=6384)
If you did please look at the file /opt/d-cache/config/lastPid.infoProvider
I did the following
#ps aux | grep `cat /opt/d-cache/config/lastPid.infoProvider `
