1. The Socialist Republic of Vietnam has received a credit from the
International Bank for Reconstruction and Development/International Development
Association (IDA) and IDA-administered multi-donor grants towards the costs of
Primary Education for Disadvantaged Children Project, and intends to apply part
of the proceeds of this credit to payments under the contract for an
International Disability Advisor.
2. The objective of PEDC is to improve access to primary schools and the
quality of education for disadvantaged girls and boys. It consists of four
components : (1) Achieving Fundamental School Quality Level (FSQL); (2)
Education Initiatives for Highly Vulnerable Children; (3) National and
Provincial Technical Support for FSQL ; and (4) Project Management. The PEDC
will be implemented over six years commencing in October 2003.
3. The Ministry of Education and Training (MOET) is the executing agency and
plans to recruit an International Disability Advisor for 12 person-months to be
carried out in 2006 and 2007 to be attached to the project. The International
Disability Advisor?s responsibility is to support and input in the following
activities: (1) Trainer Materials for Children experiencing significant barriers
to learning; (2) Strategy and Guidelines in support of inclusive education; (3)
disability data; (4) procurement of disability equipment; and (5) Monitoring and
Evaluation to support activities between the PEDC and other inclusive education
initiatives and projects within the Ministry of Education and Training.
The Ministry of Education and Training (MOET) now invites eligible
individual consultants to indicate their interest in providing the Services.
Interested individual consultants must provide information indicating that
they are qualified to perform the Services (CV/Bio-Data, description of
similar assignments, experience in similar conditions, etc.).
4. The selection will be based on individual consultant?s qualifications
and experience and in accordance with the World Bank?s procedures mentioned
in ?Guidelines for Selection and Employment of Consultants by World Bank
Borrowers?, January 1997 (revised in May 2002).

Terms of Reference: International Disability Advisor
A. BACKGROUND
1. The Ministry of Education and Training (MOET) is implementing the Primary
Education for Disadvantaged Children Project (PEDC).
2. The objective of this project is to improve access to primary school and
the quality of education for disadvantaged girls and boys. Disadvantaged
children are broadly defined as school-aged children who are not enrolled or are
at risk of not completing their primary education; children who attend schools
that do not meet fundamental quality standards; and children with disabilities
or children from other highly vulnerable groups, such as street children,
migrant children or girls from certain ethnic minority areas.
3. The PEDC is working with the Ministry of Education and Training (MoET) in
support of inclusive education for all, including the provision of services for
children living with disability to support their accessing, maintaining
attendance and successfully completing primary education.
4. The Community Participation and Highly Vulnerable Children Institutional
Strengthening Team (CPHVC-IST) is responsible within the Project Coordination
Unit (PCU) for interventions and activities that build institutional capacity in
the following areas:
i. Community Participation and Student Support for FSQL and Universal Primary
Education (UPE) (sub-component 1.4): developing parent teacher associations
(PTA) at satellite campuses, the provision of materials and training modules,
and the specification of criteria and procedures for the administration of
satellite campus support funds.
ii. Inclusive Education for Children living with Disabilities (sub-component
2.1): addressing the needs of disabled children which involve the development of
an integrated set of national guidelines and the improvement of pedagogical
guidelines.
iii. Reaching Street and Working Children, and other High Risk Groups
(sub-component 2.2): supporting the development of national guidelines to
creates an enabling policy environment for high risk groups and establish an
innovative grants program.
5. All activities have commenced to date and the project requires a
Disability Advisor to support the next phase of activities to include the
scaling-up of pilot interventions and the institutionalization of
disability-specific project activities for national deployment.
B. INSTITUTIONAL AND IMPLEMENTATION ARRANGEMENTS
6. MoET is the executing agency for the PEDC project. A Project Coordination
Unit (PCU) has been created to coordinate activities in concerned MoET
departments as well as the 40 Provincial Project Coordinating Units (PPCUs)
formed within the Departments of Education and Training (DoET) and 222 District
Management Units (DMUs) formed within the Bureaus of Education and Training
(BoET) responsible for implementation.
7. The PCU is supported by an Inter-Ministerial Steering Committee
responsible for oversight of policy development and semi-annual implementation
reviews (in collaboration with the IDA and other donors).
8. The PCU is primarily responsible for overall planning and coordination,
administration, and donor and inter-ministerial relations, the recruitment of
consultants and managing large-scale procurements, including ICBs, as well as
providing training at provincial and district levels. DoETs are responsible for
medium-scale procurement (including civil works and textbooks), local training,
FSQL proposal review and monitoring, and facilitating relations between
districts. BoETs are responsible for FSQL planning, coordination of activities
in schools, and small scale procurement.
9. The structure of the PCU is the following:
i. Front office including (a) Project Manager; (b) Project
Administration/Personnel; and (b) Finance/ Accounting.
ii. Institutional Strengthening Teams (ISTs) including (a) Planning; (b)
Instructional Improvement; (c) Material Procurement; (d) Construction; and (e)
Community Participation and Vulnerable Children.
iii. Associated Task Forces including (a) FSQL Task Force; (b) Children with
Disabilities Task Force; and (c) Vulnerable Children Task Force.
Institutional Strengthening Teams
10. Each IST is headed by a MOET appointed Coordinator from a relevant MoET
department. Working within the IST are international and national
consultants/advisors and support staff. MoET counterparts are assigned to
provide support, and facilitate communication and collaboration between the
project and MoET.
11. The ISTs are expected to play a coordinating role, generate new knowledge,
and provide overall leadership and direction in project implementation. This
will include maintaining a focus on the innovations introduced in the project,
including those related to gender, targeting resources to satellite schools,
Vietnamese Language Strengthening (VLS) instruction, addressing the education
needs of ethnic minorities, and community participation. IST general
responsibilities are as follows:
i. Providing technical and developmental expertise in project focus areas;
ii. Guiding and supporting capacity building by working with counterpart
departments on project operations at the central level and by training the
provincial level to enhance their ability to support and provide services (such
as training to the districts);
iii. Coordinating and/or implementing research and development activities; and
iv. Assisting with the planning and implementation of activities that will be
undertaken by provinces, districts, and schools.
C. DUTIES OF THE INTERNATIONAL DISABILITY ADVISER
12. Under the general direction of the Project Manager, the International
Disability Adviser will provide implementation assistance, and advisory support
services to the Project Manager primarily in the areas of:
i. Effective and timely implementation of specified project activities;
ii. Mentoring and transference of skills to all national members of the
CPHVC-IST;
iii. Ensuring that project development objectives of specified activities are
achieved on schedule; and
iv. Regular reporting of activity progress.
13. The duties of the international disability adviser are to support and
input in the following activities:
i. Finalization of Teacher and Trainer Materials for Children experiencing
significant barriers to learning
Ø Evaluation of the outcomes of the pilot of the above training materials;
based on the evidence of the effectiveness and relevance of the training
program, finalization of materials for their scaling-up; and support in
implementation to scale.
ii. Supplementary Materials, in support of the above
Ø Evaluation of the effectiveness and relevance of supplementary materials
provided in support of the above; and based on the evidence, finalization of
supplementary materials in support of the above implementation to scale.
iii. Strategy and Guidelines
Ø Review of current PEDC draft and GoV guidelines and PEDC strategy
recommendations for inclusive, with emphasis on specific strategies for children
living with disability; further development of guidelines and strategies
based-on the evidence of the review
iv. Child Development Record (CDR)
Ø Evaluation of the pilot of the commune-based data collection tool for the
identification of children experiencing significant barriers to learning and for
directing service provision to children in need; and based on the evidence,
further development (where necessary) and support in implementation to scale of
CDR.
v. Disability Equipment
Ø Identification of need and the procurement of equipment and aids in
support of children living with disability within the PEDC target-districts
vi. Monitoring and Evaluation
Ø Support to the CPHVC Coordinator and International CPHVC Advisor in the
implementation of monitoring and evaluation activities.
vii. Liaise with the National Coordinator of the CPHVC, other National
Consultants and Disability Task Force as required, to support activities between
the PEDC and other inclusive education initiatives and projects within the MoET.
D. EXPECTED OUTPUTS
14. The expected outputs of the international disability advisor, in
conjunction with the CPHVC-IST team are as follows:
· Trainer and Teacher Training materials, and training delivery, for support
of Children experiencing significant barriers to learning
· Finalized supplementary materials in support of the above training
· Finalized Guidelines and Strategies for children living with disability as
part of the Guidelines and Strategies for Inclusive Education
· Finalized Child Development Record and implementation
· Provision of equipment for children living with disability within the PEDC
target-districts
· Qualitative indicators for the monitoring and evaluation of CPHVC-IST
interventions
E. QUALIFICATIONS & EXPERIENCE
15. The following qualification and experience are required for the position
of Disability Advisor:
· A Masters Degree (PhD. preferred) in Education and one of the following
disciplines: Sociology, Public Health, Child Psychology, Social Work or
Disability Studies.
· At least 10 years professional experience working with issues of
development, inclusion and disability within education
· Experience of working with inclusive education in a range of diversely
developed countries
· Experience of working with education and community participation
strategies aimed at disadvantaged children, particularly disability issues for
primary school age and highly vulnerable groups
· Experience in preparing teacher training manuals, teaching materials and
aids, and delivering teacher training programs
· Demonstrated capacity to work effectively in a team with national and
international staff, to balance diverse tasks simultaneously, to take the
initiative within a team structure and to effectively manage resources under
his/her responsibility
· Proficiency in the use of relevant computer programs
· Good health and devotion to the assigned tasks
· Good communication skills, including strong English language skills,
orally and in writing
· Willingness and ability to travel outside Hanoi as required
F. DURATION
16. The International Disability Adviser position is for 12 person months over
one calendar year. The position will commence in September 2006.
G. WORKING ARRANGEMENTS AND REPORTING
17. The International Disability Adviser will report to the Project Manager.
S/he will be provided with office space within the PCU and administrative and
interpretation support, and will have access to all relevant project documents.
18. The International Disability Adviser will primarily assist and support the
Community Participation and Highly Vulnerable Children Institutional
Strengthening Team (CPHVC-IST). In addition, the Consultant will provide
assistance where required to the Instructional Improvement Institutional
Strengthening Team (II-IST).
