Are you allowed to look in the phone book?!
Using Google Earth is not covert surveillance - how can it be when the image
is potentially years out of date?
I think your IT department is trying to restrict internet access. Has your
legal team provided them with the advice? If not speak to them - when they
have stopped laughing you might get a decent answer.
