As far as we know the decision was final. There have been a number of
key astronomers who have objected strongly to the decision without any
effect. Given that the committee that made the decision ignored the
recommendation of its own advisory panel (the Hewitt report) to keep
Starlink open, I don't think there's much chance of anything happening
now - certainly not until there is a new Chief Executive.
