The answer given by economists and labour market theorists and specialists
is unequivocal; pay them a larger salary. If salaries are equivalent to
those of other providers look to other elements of the reward policy. From
the HRM perspective the issue is sometimes seen as cultural. If rewards are
equivalent then the question arises of to what extent the goals and values
of the nursery are being articulated in a clear fashion. Following that, how
far is commitment to the nursery's goals and values being secured.
Historically, private nurseries run on Froebelian or Montessorian lines were
able to secure high levels of commitment because of their strong ideological
positions which suggests that a strong ideology or philosophy may also
contribute to stability today.
