Following Ken's and John's missives, please bear in mind that Hey and
Lacey actually state that their study is "not a statistically valid
sample". Their study is suggestive, and requires further testing to
confirm its findings. We here at North Yorkshire have never argued for
any particular percentage across the board for all sites. We treat each
site on its merits (as required by planning law), and ask the developer
to provide sufficient information to make a reasonable planning
decision. If it takes 2, 5, 20 or even 50% to make the decision, we'll
ask for it. The 100% Ken refers to must be mitigation, not evaluation.
