Haven't seen this before. We have built fine on a Fedora Core 4 system
with gcc 4.0.1 and g95.
The shame is that you didn't need to redo any of this. Simply updating the
SCB source code and doing the make world again would have worked (make
world only rebuilds what it needs on the basis of the installed manifest
files).
